The record
The Terror was quota politics. Local organs requested higher limits; albums and troikas replaced open trial for most victims. National operations (including the Polish Operation) used dvoika album sentencing. 'Ten years without right of correspondence' often meant execution.
Operations wound down by the November 1938 decree ending mass arrests and troikas. This page files the mass operations; the Stalin ruler page files the man.
