Putin says Russia is carving a security zone inside Ukraine that will not be negotiated away, and Kyiv calls his claimed advances an illusion
President Putin said on Friday that Russian forces are establishing a security zone inside Ukraine along the border that will not be a subject of any peace negotiations, with the Kremlin saying the planned zone spans 660 kilometers and is already 70 percent under Russian control, while Ukraine's General Staff dismissed Russia's claimed gains since September as an illusion, as of October 17.

Russia has begun describing part of the land it holds in Ukraine as permanent. Visiting a command post of Russia's Joint Grouping of Forces on Friday in military uniform, President Putin said Russian forces were tasked not only with expelling Ukrainian troops from Russia's Kursk region after the 2024 and 2025 incursion, but with establishing a security zone in the adjacent Ukrainian territory, and that the task is being carried out successfully. Our goal is to ensure the absolute security of Russia's border regions for the future, he said, and we do not plan to make this a subject for potential peace negotiations with Ukraine.
Kremlin spokesman Dmitry Peskov put dimensions on the claim: the planned zone spans 660 kilometers, about 410 miles, of which 70 percent is currently under Russian control, as of October 17. In the same briefing cycle, the chief of Russia's General Staff, Valery Gerasimov, reported to Putin that Russian forces had captured 92 Ukrainian settlements and more than 1,800 square kilometers of territory since September 1, including the eastern town of Dobropillia, and Putin claimed about 6,500 square kilometers taken since the beginning of the year.
Kyiv answered on Saturday by rejecting the arithmetic outright. Ukraine's General Staff dismissed the reported gains as an illusion manufactured for Moscow's political leadership and its domestic audience. The two accounts cannot both be true, and no independent battlefield assessment published on Saturday settled the difference. What is not in dispute is the direction of the Russian claim: territory Moscow now describes not as a bargaining chip but as a settled fact, announced one day after Washington waived the new sanctions that were meant to raise the price of holding it.
