Trump says the Russian diesel deal is for world markets, not for the United States

News story

President Trump defended his Russian diesel deal on Tuesday, saying the fuel is not being released to the United States but into world markets to bring down prices. The Treasury Department has issued a temporary licence easing sanctions on Russian diesel shipments to global markets until April 7, 2027, and the deal has drawn criticism from both parties in Congress.

President Trump answered the critics of his Russian diesel deal on Tuesday with a distinction: the fuel is not coming to America, it is going to the world.

Trump announced on October 9 that Russia would supply more than 300,000 tons of diesel, followed by an additional 500,000 tons in November and one million tons immediately thereafter. To make the shipments possible, the Treasury Department issued a temporary licence easing sanctions on Russian diesel shipments to global markets until April 7, 2027. The move came as diesel prices surged on supply disruptions from the Iran war, weeks before the November midterm elections.

The deal drew criticism from Republicans and Democrats alike, and it arrived three weeks after Congress authorised the president to impose sweeping sanctions on Russia and slapped tariffs on its key trading partners, including China and India. Trump told reporters the diesel is being released into the world market because the world market suffered with high prices, and that knocking out diesel refineries is not a great thing. The refineries in question are Ukraine's targets: Kyiv's long range strikes on Russian refining are part of its war effort, and the Trump administration has blamed those strikes in part for record diesel prices, a linkage that angered Kyiv when the deal was announced alongside the energy ceasefire push.

The argument, then, is a market argument. More Russian diesel in world supply should mean lower prices everywhere, including at American pumps, without a single barrel being sold directly to the United States. Whether the volumes arrive on the announced schedule, and whether prices answer, are the two facts that will judge the deal.
