Zelensky says Russia struck energy sites again Monday, defying Trump's ceasefire claim

News story

Ukrainian President Volodymyr Zelensky said Monday that Russia kept attacking Ukraine's energy infrastructure after President Trump's Sunday declaration of an immediate energy ceasefire, pointing to a strike on a Kharkiv power plant that killed three people and wounded nine, including children, as of Monday. Moscow still has not confirmed any ceasefire, and Zelensky said Russian officials told Kyiv they knew nothing about one.

President Trump's declared energy ceasefire between Russia and Ukraine was not holding on Monday, at least not on the Ukrainian side of the line, according to President Volodymyr Zelensky.

Speaking at the Warsaw Security Forum in Poland and later to Fox News, Zelensky said Russian forces attacked Ukrainian gas and power infrastructure after Trump's Truth Social announcement on Sunday. He confirmed that a large scale strike on the Kharkiv region hit a power plant Sunday night and killed three people and wounded nine others, including children, as of Monday. A residential building in Kharkiv burned after a Russian air attack on Monday.

Zelensky admitted Trump's announcement had caught him off guard, said Ukraine supports a real truce, and said the Kharkiv strike was Putin's answer to it. He added that communication from Russia was clear that Moscow knew nothing about an energy ceasefire.

The Kremlin has still issued no confirmation of any agreement, its terms, its duration or how it would be monitored. The announcement sits on top of a wider rupture: Washington has warned Kyiv over the weekend to halt its strikes on Russian energy facilities or risk losing intelligence sharing and European purchases of American weapons, and Trump's Russian diesel supply deal has drawn a bipartisan rebuke in the Senate, where seven senators called it illegal under the 2022 ban on Russian energy imports.

Zelensky's charge is the test the declaration now faces. A ceasefire that only one capital announces and the other two dispute is measured by whether the strikes stop. As of Monday, by Ukraine's account, they had not.
